The Location of the landfill is on Groveland Street.

Other streets in the area of the land fill are High Street, Rockland Street, Linwood Street, Catherine Drive, Karen Lane, Daniel Drive and Rockland Street

 

 

The following summary is prepared based on a review of the presentation by SCA Engineering on

 9 Landfill Proposals made to the selectmen at their meeting of September 27, 2006.

 

The minimum cost of closing the landfill will be $3.6 million.

 

This figure is based on the fact that currently the construction closing costs for a landfill averages $200,000 per acre and the consultants’ determination that the future cost may be $220,000 because of inflation, petroleum and trucking costs etc.  The area of landfill owned by the town is 8 acres.  There is a neighboring property called the “Newcomb Property”.  Two acres of the Newcomb property may be impacted by the towns landfill.  On the other side of the landfill, another neighboring site may also be compromised in an area of less than an acre.  Finally all along the perimeter of the landfill, it  may have infiltrated into surrounding land, estimated land impacted is another two acres.  This $3.6 million will close the landfill and will not provide the ability for the town to use it in anyway (i.e. for athletic fields, composting or recycling)

 

Estimated Construction Costs Computation  $220,000 X 12 acres = $2,640,000

Estimated Engineering, Permitting, Monitoring and Assessment Costs  = $900,000

 

 

Additional minimum cost to make the land usable is $500,000 for the back of the site and $500,000 for the front of the site.

 

Uses of the site could include athletic fields, examples: soccer field and little league field.

Potential uses also include a compost site or recycling site

 

 

The potential revenue from importing “impacted soil” is from 0 to $2,250,000 depending on whether and how much soil will be brought in.  The height of the landfill could vary from 5 feet high to 50 feet high

 

 

 

This figure is based on the fact that it is estimated that the town will receive approximately $10 per cubic yard of “impacted soil” the town imports in closing of the landfill.  The maximum cubic yards that the site will be able to accept is 225,000 cubic yards.  The minimum is zero.
